Transnet Unveils Innovative Security Plan to Curb Rail Theft and Vandalism

State-owned company adopts new outcomes-based security approach for its rail network.

Transnet, the state-owned logistics company, is introducing a groundbreaking security strategy to combat the high rates of theft and vandalism affecting its rail network. This new approach, known as outcomes-based security (OBS), aims to deliver tangible improvements in safety and efficiency by focusing on specific, measurable results.

On August 28, during the South African Heavy Haul Association conference in Johannesburg, Transnet’s Chief Security Officer, Ashwin Govind, outlined the key features of OBS. Unlike traditional security methods that rely on generic measures, OBS is designed to continuously evaluate and enhance security practices to achieve clear objectives, such as reducing theft and vandalism, enhancing public perception of safety, and lowering repair and replacement costs for damaged infrastructure.

Govind emphasized that OBS represents a major shift in how Transnet handles security. “OBS is a completely new approach for us,” he said. “It’s about moving away from standard contracting practices and embracing innovative solutions.”

The core of the OBS strategy involves two main changes:

  1. Contracting for Solutions, Not Just Services: Instead of simply paying for security services, Transnet will now contract providers to deliver integrated security solutions. These solutions will combine advanced technology, skilled personnel, and effective processes. Providers will be responsible for both the implementation and performance of these solutions, ensuring they meet specific outcomes.
  2. Encouraging Innovation and Investment: The new approach allows security technology providers to invest in cutting-edge technology with the understanding that they will recover their costs over a five-year contract period. This model incentivizes providers to innovate and deliver high-quality solutions.

Govind explained that OBS will help Transnet address two critical issues: improving the effectiveness of security measures and fostering technological advancements. By focusing on performance and results, OBS aims to provide a more robust and adaptable security framework for the rail network.

This shift to OBS is expected to make a significant impact on Transnet’s operations, contributing to a safer and more secure rail system while optimizing costs and resources.
